Report from 2nd District Councilmember – Shayla Lynch
Work has started on the new playground. Neighborhood Action March has funding and applications are being accepted.
August 21st 5:30 -7:30 pm Shayla in the 2nd Coldstream Dog Park Advisory Board for tenants is Don Anna Speed Tables still to be completed and is held up in Traffic and Engineering. Should be put in place this fall.
Report from the Police Department – Officer Ryan Holland
Guest: Reggie Thomas- Follow-up regarding the zone change meeting on August 1st, 2024 that was held at First African Baptist Church.
Reading of minutes from last month- Michelle Gentry read the minutes for July 12, 2024. Motion to accept the minutes as read by Michelle from Ellison and seconded by Ms. Green. Minutes accepted as read.
Business Section
Michelle Davis addressed that we will no longer be giving the financial information in the formal meeting. Any member who would like to know the financial report can see the treasurer for disclosure.
Report from Business Manager – George Middleton- no report.
Report from General/Finance – Enoch Elliott- the report is delayed at this time due to the banking institution going to a paperless system.
Report from President and/or Vice President- President Michelle David read a statement from Attorney Bruce Simpson which will be the opening statement at the planning commission public hearing for the zone change.

Jacques Wiggington: Gave comments as a previous council member to give light and answer questions from the neighbors in regards to the rezoning changes and other neighborhood concerns such as sewer issues, fenceline issues, and traffic through the neighborhood.
3rd Tuesday, August 20, 2024 Food Pantry Time: 12:00 – 2:00 pm
Planning Commission public hearing for a zone change on Thursday, August 22, 2024, at Council Chamber 2nd floor, Government Center 200 East Main Street at 1:30 pm. (We need everyone to sign in to talk)
Pastor Moore of the First African Baptist will provide transportation to the public hearing at 12:30 pm. We will meet at the church.
The construction of the new playground began on August 12th
Soccer Field is on an indefinite hold due to all complaints.
Plans for the restroom renovation – Michelle Kosieniak Wednesday, September 11th. Does anyone need transportation to the Council Chamber?
Does anyone have voter registration articles about St. Martin’s Village? Voter registration will be held at the next meeting.

Old Business- St. Martin’s Village Day was successful. CJ Gordon backpack giveaway was successful money donated by the association was not used for other donations for the event being donated by Kroger.
New Business- $200 for the Winburn Warrior Booster Club Donation for the equipment/transportation. Motion made by Ms. Green and seconded by Stephanie Thomas.
